Starry affects the Horns, Scales and Hooves of a Kirin, causing small speckles to appear. These speckles can have a faint glow and while they are commonly white, and while white speckles always need to be present, there may be some red or blue hued ones scattered throughout. Speckles do not need to have all the same size, but can't be too big. They shouldn't be too evenly distributed and not so heavily clustered that they appear like roaning.

Additionally, the Iris of the Kirin may be somewhat sparkled and may have a slightly red or blue shine to them, so long as the real eyecolour is still distinguishable.
